This spell attracts all aquatic creatures in the Area of Effect to the caster's near vicinity and makes them likely to follow the caster's suggestions. This spell was invented by Lina Inverse for fishing. Overuse can depopulate a stream.
Flame Breath (This spell is listed as a Black Magic spell by Inverse.org. Considering Sei-outo Shiryoukan and the book list it as a Holy Magic spell (which makes more sense considering it is a dragon that casts it), I suggest using it as is.)

The spell creates an iceball -- about the size of a basketball -- that shoots out icicles that do 1d4 cold damage (or half on a successful reflex save) to all targets in the area of effect. The iceball is permanent, and has AC 13 hardness 8 and 8 HP. This is one of Naga's original spells.

This spell cools the air around the subject to far below freezing. The targets in the area of effect take 1d4 points of cold damage. Crystalized water vapor in the cooled air gives this spell a pretty 'diamond dust' effect.
This spell may be cast at a DC 20 version to drop the air temperature in the area of effect by 10 degrees F -- which makes it perfect on hot days. The duration increases to 10 minutes per caster level for this use.
